  1. 7-zip or Winrar could do it.

If you don't have Winrar and want to go the free route, get 7-zip:

    www.7-zip.org

It's more of a compression archiver, but it can do what you're asking. Install it, then right-click on the file and choose 7-zip from the menu, and "add to archive..."

At the top, give this archive a name. Click the button on the right side of the name bar to pick the location to save the file to. Archive Format: Choose "Zip" as it is more universal. The 7z compression format can compress much smaller than a zip, but you're not really looking for compression here, just storage.

Choose a compression level underneath the compression format. You could either do "store", or if you want to compress it with the hopes of using less CDs, you can try "Ultra".

Towards the bottom you'll see "Split to volumes, bites". Choose the 700mb CD setting there. Then click OK and it will take your file, chop it into 700mb-size archive files, and save to the folder you've specified. Then you have several files: filename.zip.001, filename.zip.002, filename.zip.003, etc.

Burn each one of those partial zip files to a CD. When you're ready to re-combine them, you'll have to copy all of them in to the same folder. Then use the compression/decompression program of your choice like 7-zip, winzip, winrar, etc. and choose the "filename.zip.001" file to unzip, and if the rest are in the same folder, the program will recognize them and unzip it all as one file.
