Is there a way i can call my friends cell phone while hes in europe?

were both americans, and he just went on a european cruise. even if i pay extra. is there a way to call him?

yes if you have international roaming go and ask your provider

If he has his phone on you call him as you will always do, for the normal cost.

But he has to pay for the international part of the call, so he is likely not pleased with the call.

So only call if you have something important to say and keep it as short as possible.

Receiving texts is mostly cheap or free, so better send him a text message, but if he is wise he will have his phone switched off most of the time.

And if he is on a cruise it might well be that much of the time he is out of reach of the phone network, so his phone may not even work much of the time.
