Is there a way i can cut my body out of a picture and put in different scenery background?

YES! Definitely.  Your best bet will be to use Photoshop.  

You will want to use your favorite selection tool, like the magnetic lasso.  

Now trace around your body until you get all the way around and connect the selection. You will have the marching ants all the way around you now.  Then go to Edit>Copy.

Now click on the photo with the background image.  Then, click on Edit>Paste.  At this point you can use the Move tool, to move your body anywhere you wish on this image.

This will NOW give you 2 layers. The background image layer, and your body layer.  So, before you save it you will need to go to  Layers>Flatten image.  This flattens it out to 1 layer.  Now you can save it as a jpg and then be able to print it with no problems!

Yes, you can use Photoshop or Photoshop Elements, but I dare say it's not "easy" as suggested above.  At least not if you want to do it right.  There are so many things to consider when blending two pictures that it makes no sense to go into it here, but a summary is:

Open both pictures.

Compare lighting, shadows, levels, and see if they are compatible.

Cut yourself out of one picture using one of the selection tools.

"Copy" the selection to your clipboard.

Drop the selection into the new image.

It will appear in a new layer.

Use the resize tool to make yourself the right scale for the picture.

Pay attention to your feet and erase little bits to make it look like you are standing where you are supposed to be standing.

Adjust levels in either layer or both until things are about right.

Merge layers.

Save.

Print.
