Is there a way i can look up all the websites on a ip address?

This site: http://domainbyip.com/ appears to give full listings w/o having to pay for the full list.

I wonder how it is accomplished? Most help on this indicates it is by using a whois. I think they mean a website that does whois lookups and not the actual command.
