Is there a way in Seattle 2 know that if merchandise you are considering buying from private owner is stolen?

I know like some states, like Texas has a system that's available to everyone, that lets you look up every serial number on any item to know if it's stolen or not. Now I know the obvious, like know who your buying from and all that, but that's not what I need to know. Thanks

Check the receipts for the merchandise. If they don't have them then chances are its stolen.
