Is there a way that you can upload tv shows into your computer?

I have the s-video cable (somewhere) is that all I need?

Is there anything else I need to do or does the computer read it and shows you prompts on it's own?

My friend has a tv show - it's local - I think he can get more viewers if he used the internet - like a webisode or something like that (I want to surprise him)
