Is there a way to automatically execute a command as soon as a network location becomes available?

I am running Vista Business x64.

I want to automatically run a simple batch file I made that syncs my two computers (desktop and laptop) as soon as my laptop is connected to the network. Windows Vista's built in sync features won't work because I am running Ubuntu on my laptop. Is there a program that will help me do this?
