Yes.  Depending on what country you are calling there are a number of "10-10" long distance providers.  For example, "10-10-987" will allow you to call from the US to Western Europe very cheaply.

All you do is type "10-10-987" and then the number you want to dial.  There are all sorts of different 10-10 numbers for calling different countries with different pricing plans.

The cost is then added into your local phone bill, and Verizon then gives the money to the long distance provider for you.
