  1. Unfortunately cars and other machinery in the past has not been designed for easy decomissioning or disposal. Many valuable parts are reclaimed through disassembley. Batteries which contain dangerous fluids are generally  removed, but I'm not sure what else is done.

    Recently industries have been moving towards designing for dissassembly. So they can reclaim and reuse valuable or dangerous parts, fluids, chemicals etc.

  2. for tankers;

    fire service bring sandbags (and filling stations have a store) and you make a temporary 'bund' around the spillage then the specialists turn up to neutralise it, soak it up and whatever.
