Is there a way to contact a Picasa Web Albums member?

Probably.  In the web address it usually looks like this http://picasaweb.google.com/username.  Usually, the user has set up a gmail account as well and you can contact them at whatever the username is @gmail.com.  So for example, if the web address looks like this http://picasaweb.google.com/bill, you would write an email to [e-mail].  Hope that helps.
