  2. Check with your local Electric Auto clubs and ask that question. They have been converting regular cars for many years for around the $9,000 range. If you have a light weight car that would help get better mileage. However, with the new batteries today the weight and mileage has a better chance of giving you more mileage rides.

  6. Unfortunately no.  The electric motors needed to power a small car will run you about that much.  Now if you already have one laying around you can maybe make it a hybrid my using a diesel generator of some kind to charge the batteries??

  7. The cheapest new car that I can think of is being sold in India now called a Tata.  It's not a hybrid, but it's extremely small, so it sips gas. But it's basically a coffin on wheels if you get in an accident.  It sells for about $2,500.  I'm not sure if they plan on selling it in North America though. It probably wouldn't meet the crash standards here as it is right now, but who knows, maybe they'll upgrade it and begin selling it here.

That is about enough for the motor or the batteries for a conversion of a car that you already own.  I'm sorry, but it's expensive to convert(and in the long run it's probably better to trade in for a Prius or whichever is the highest gas mileage than to convert, you get fewer benefits in a conversion than a vehicle which is well designed to be a hybrid).
