  2. Sometimes it takes the cops 2 or 3 days to do an accident report. Once it's done they will give you a copy.

    Yes, You file a legal action or a suit against them if you believe  that they are at fault.

    The law Specifically states that we must carry proof of Financial Responsibility with us anytime we are operating a motor vehicle on public roads. If we are asked for the proof by an officer of the law then we have to hand it over to the officer.

    The law does not specifically require that we turn that information over in the event of an accident to another driver.

    If a police report was made at the scene of the accident then you will likely find both drivers insurance information on the police report.

    If you have full coverage insurance then you can just file a loss report with your own insurer. They will take whatever steps are necessary to obtain the other drivers insurance information if they determine the other driver to be at fault.
