Is there a way to fix a dishwasher's telescoping arm?

My 12yo dishwasher has a telescoping arm that raises up when washing. However after the cycle is done, some times the arm does not go back down so I manually push it back down. Is there an easy fix?

Only machine I can think of that uses that style is a GE. The parts aren't that expensive. If its hanging up it could be that the parts have become old and have a rough finish on them Its easier to replace the three parts then to spend time trying to smooth them with very fine sandpaper. That's what I would do if it were me....good luck
