no but the closest yu can get to it is a dunsparce

No unfortuantly not. However after obtaining the final pokedex, you can catch the Johto pokemon in the Safari zone.

help 1 of ur friends on the game get a saphire or ruby from team rocket then bring it to him and then u can trade with ruby and saphire!!

you can't get to the johto region. you can get johto pokemon, however. you can go to the sevii islands and get johto pokemon there.

Some. But in order to get the Johto sraters, you have to get them on that island with all those battle things in ruby sapphire or emerald.
