  2. Is there a way to justify that it isn't a justifiable medium to ask about civic (or civil) participation?

  3. Sure, not everyone can find the right area for their questions so they just guess.

    If you know you question is civil participartion than post it there.  People who are interest will go there looking for those questions.  If you post it purposefully in the wrong area you will not get the response you want.  You will get the garbage from people just trying to get two points.
