Is there a way to keep the iPod playlists there but add songs on a new computer?

I recently got a new laptop, and I'm wondering if I have to transfer EVERY SINGLE SONG to my laptop from my desktop or is there a way for me to keep the current playlists there and just add new songs?

No unfortunately not unless you would like to transfer all your songs that you have on your ipod onto an external hardrive then go to your other computer and take those songs from the hardrive but that could take long depending on how many songs you have on your ipod.
