You should definitely look into using a proxy server to stop your IP from being tracked.  The server will mask your real IP with one it generates.  You can find lots of proxies via Google or whatever, but just as a word of advice (from someone who has tried a billion and 1 different proxies) those free ones are c**p.  They are okay for a quick fix if you need to access a site, but don't count on keeping your information protected.

You can also configure your system like others are saying, but it is much easier to just get a proxy server that runs via a software.  I know the one I use is one-click and then I surf with my own browser.  To me, that is much easier than having to manually set the IP (assuming you even know how to do it!).

You can use an anonymous proxy to hide your IP address.  You can find an anonymous proxy by running a google search for them.The sites should provide instructions on how to set your computer up to use them.

Yes.  You need to find and setup a proxy server.  Most internet service providers (the people you get your internet service through) offer a free proxy service and should have instructions on their website under the help section on how to use and set it up.
