Yes they are called "police scanners" you can get them in a number of places including Radio Shack, Sears, Overstock.com etc. (they also pick up fire, airport, etc.)

Go to radio shack and get a scanner.Get the cheapest one they have;you don't need the one that stores 5000 channels.I have one that stores 200 channels and it was 150 bucks.I listen to the pigs whenever I'm burglarizing a place to see if anyone is coming to get me.You can get the frequencies on the net....
