Is there a way to look up deceased relatives, to see if they are buried in a particular Jewish cemetery?

You're lucky being Jewish in Genealogy. They have the best of records. If you ask your Rabbi this you'll get a better answer than you will in a forum.

Call the sexton's office and ask. They routinely give out the information so that family members can come visit.
