  3. Skype allows you to buy a local phone number in one country even if you are in another !  So in effect you can make a free call from one country to another. This doesnt work for all countries though.

    Otherwise, if you want to call any PSTN telephone from your PC, then you can purchase "pre-paid" minutes with any of the above accounts (except Google Talk) and call at very cheap rates from your PC.
