Is there a way to make homemade swim goggles?

Yes it is possible.  In essence you simply need to make two plastic eye pieces out of durable, translucent plastic which conform to the basics of the human eye, punch holes for the straps and connect with basic elastic string material (available at any craft store.  For comfort you can glue foam gaskets around the eye pieces.

You would need to understand the process of plastic molding (which I sort of do, but not enough to attempt explanation), the supplies necessary would be cost prohibitive, and you would probably end up with an inferior product than you can buy, unless you make several dozen (hundred) attempts.
