Is there a way to prevent a specific number from calling you on your cell?

try addind them on your phone book and then blocking them

ban the number if you have the option to in your mobile. It would not be possible if the number calling you is hidden (private number). If this is the option call your service provider to trace the caller and ban him/her from calling you.
