  1. The function you want is called "batch processing.", Picture Resize Genius can do this resizing operation easily;

    That's the one I usually use to resize my photos,download from http://www.lonking.com,

    or visit the on-line places and search from batch processing and see what you find.

  2. Yes. Many. The easiest is probably with a Software called IrfvanView. You can get that for free at http://www.irfanview.com

    Choose "File" "Batch conversion/Rename" and select the folder  or images that you want to resize. Click on "Add" (lower right corner of the dialog box) to add them to the batch-queue.

    Now check the "use advanced options" checkbox in the upper left side of the dialog box and click on "Advanced". In the upcoming dialogbox you can select the new size of your pictures.

    The dialog boxes look a little confusing in the beginning but after some trial runs you will find out how it works.
