Is there a way to skip citizenship test for non-english speaker?

My grandma is 80 years old and has been holding green card for 7 years. She want to apply for citizenship, however she doesn't speak any English. I was wonder if there's any way where she can skip the citizenship test? I did some research and found some different information: one of them is that if she has medical condition where she is not able to learn English, however I'm not sure where to go for this or couldn't find a list of doctor that would be able to certified this. I heard of another where, because she is so old that she can waved the test and doesn't even have to go and get finger print? Thanks in advance.

  3. i agree with soda and yak rider.  my uncle is 71 years old and has greencard for 6 years.  he went to school to learn the history and learned a little english in the meantime, but couldn't pass the test twice (taken in may and july of 2008).  he is not gonna try for "the third time is the charm." he is going to wait another 8-9 years, when he is 80, to take the test in chinese.

  5. She is old enough to waive the requirement of the English test, but she hasn't been in the US for long enough to waive that requirement.

    So you can't go that way. She would have had to be in the US for 15 years minimum in order to waive the English test requirement completely (though she would still have had to take the civics test in the language of her choosing).

    On the other hand, if you can show that she has some kind of mental impairment that would prevent her from learning English, then the answer is yes.

    As far as I know, any licensed doctor or clinical psychologist can fill out the required form, N-648. Once you have that form filled out and signed by a doctor, join it to the N-400 application package and USCIS will decide whether she needs to take the English test.
