Is there a way to visually communicate with people with mac notebooks?

i hear with a mac notebook there is a video communication thing with their instant messaging, i have an hp labtop and wanna communicate with a owner of a mac labtop through a video chat, do i have to download a certain program to do so or what

You can either have a video chat through Aim, Yahoo Messanger or use what is use which is a program called Skype where you can video chat whats what i use
