    I don't know what software you're using, but it can be done using an editing software like FCP or Adobe Premiere, get more tips on my web page.

If you want to extract a still from an MPEG video, most media players have a "snapshot" facility.  I can't find one in WMP though!  That said, there's a snag - with MPEG, only about 1 frame in 13 is a "real" picture (an i-frame), the rest are constructed from information about what's changed between i-frames.  You'll probably only be able to extract the i-frames.

  3. None that I know of.  I tried to do this unsuccessfully when I was doing a graphic project a couple years ago.  I did get a fuzzy version of a scene in the movie, but nothing impressive.  You can try what I did and see if you get better results, if you want.

    When the movie is playing (note you can only get one scene into a .jpeg !), press "PrtScrn/SysRq" on your keyboard (next to Scroll Lock and Pause/Break).  Then go to Paint, under Start, All Programs, Accessories.  Once you're there, paste the picture you took using the Print Screen button.  It'll paste the scene from the movie.  However, it may be slightly off-level.  Copy and paste into a new Paint document, then fit to screen and save.

    I'm a self-taught graphic designer, and that's all I could come up with.  Hope it helps.  ;D
