Right now you can watch live racing from Hollywood Park and Golden Gate via Cal Racing. It's very easy to register and it's free. As kmnmiami mentioned, there are a lot of tracks that offer free live videos, Keeneland, Monmouth, Philadelphia, Delta Downs, etc. Here's the web site for Hollywood Park:

A lot of American tracks have online video of their live racing.  Bay Meadows does, Keeneland does but they're not racing right now, Philadelphia Park does, Churchill does but you have to register.  The NYRA which runs all of the 3 major NY tracks (Belmont, Saratoga, Aqueduct) has a deal with Race Replays where you can register and watch any recent race at any of those tracks for free... but it's not live video... it's only a replay so there is a delay before you get to watch it and there's no video of the paddock, just the race itself.  You can check other tracks websites to see if they have anything like that.  All of the betting websites have videos of lots of tracks, but you have to pay to see them.

Most of the betting web sites such as xpressbet and tvg give you the ability to at least watch the races you have bid on live. You can also watch clips of some major races already run on www.ntra.com and sometimes youtube but these would mostly be only the biggest races. www.racereplays.com allows you to watch races already run but you have to pay a fee.
