If you mean you want to check out someone else's registered handicap, well, youre not going to have any luck.  But, if they are registered at your local golf course, in say the mens club or whatnot, they will have his/ her index on hand.

For state associations that are part of GHIN, you can look up someone's handicap online.

Just google GHIN, and go from there.  It will show you their index and score history.

Golfnet is used by several state associations; I am not sure if you can search on Golfnet or not.
