like a way to design what logo would go on a shirt or the colors the shirt would have and what not. or do you just go on a clothing brand website and do it there.

There are sites like: http://www.vistaprint.com/t-shirts.aspx

You can decide the shirt color, along with logo and printing method. But they doesn't allow you to customize everything.
