I am looking for a website that might have people with a small business who are interested in setting up a partnership/ collaboration/ network with others.

There are plenty sites. You can check any of the links below. 1st is a main, which will help you set up several sites, and each consecutive are by themselves. But I do recommend to go with first.

I know a lot of home based business owners that do this.  Not sure which business your looking into or what industry.  I can refer you over to a yahoo 360 article on home based businesses with people on there that have their own home based business,  There's over half a dozen different industries on there, maybe you can contact them and ask them if they're interested in setting up a partnership and collaborate to network with others.  Each industry has a contact person to contact.  http://blog.360.yahoo.com/blog-eqfAfFMlc...
