That all depends on where you live.  Horse Racing is a very regulated industry.  Some states allow you to have a online or phone account to make wagers, others do but with restrictions.  

There are a couple of services through Horseracing channels Xpressbet.com that is featured on HRTV, TVG.com that is the betting service of TVG.  Xpressbet does not have any wager fees TVG does charge you $0.25 per bet.

Also there is youbet.com which is free for the first 60 days then it charges you according to whatever package you choose.  

I would recommend eirther Xpressbet.com or Twinspires.com (Churchill Downs in house wagering system)
