  3. That all depends on where you live.  Horse Racing is a very regulated industry.  Some states allow you to have a online or phone account to make wagers, others do but with restrictions.  

    There are a couple of services through Horseracing channels Xpressbet.com that is featured on HRTV, TVG.com that is the betting service of TVG.  Xpressbet does not have any wager fees TVG does charge you $0.25 per bet.

    Also there is youbet.com which is free for the first 60 days then it charges you according to whatever package you choose.  

    I would recommend eirther Xpressbet.com or Twinspires.com (Churchill Downs in house wagering system)

  5. No fees whatsoever. And you get to download past performances (program) for free. All you have to do is place a wager. Say you download today's race card from Churchill Downs, place a wager at CD and your download is free. You can do this for all the tracks being simulcasted that day.

    They are legit, when you sign-up, you will be asked for your SSN (for tax purposes, Uncle Sam's cut from all your winnings of $600.00 or more for each $2.00 wager you make).
