Is there a website that lets you see if a certain place has been shut down for health reasons before?

Have you tried calling the health department at your city hall? I'm sure they would give you the answers you need. I know some cities do this for restaurants, but I don't know if there would be enough interest in tattoo and piercing salons to bother putting it online.

What you need to do when considering a salon would be to ask to see their autoclave and testing log. If they don't have either of these, run!
