Is there a website to edit photos to make only certain things in the picture colored & have other parts B&W?

I really want to edit pictures on the computer and make it where I can make certain parts of the picture colored and other parts black and white. I don't know where to go to do this.

Here's an example of what I want to do:

  1. You can upload your picture to fotoflexer.com

    After the picture comes up, click on "Effects".

    Then find the effect for "Greyscale"

    Then click on "Advanced Options"

    Click on the dropbox and click "Painted Region"

    Then paint the places you want to be black and white.

    But I find it easier to click on "Original" and then "Invert" and then paint the places I want colored.

    Selective Coloring with Photo Filtre:

    -File>Open

    -Selection>Set Shape>Lasso

    -Use the Lasso Tool to select the area you want to keep colored

    by drawing around it. Zoom in on area when doing this.

    -Selection>Invert

    -Adjust>Hue/Saturation  Move the saturation slider all the way to the left to -100%.

    This will make the rest of the picture black & white....leaving the area you selected with

    the lasso tool in color.

    -Section>Hide Selection.

    -If you need to touch up the edges of the colored area to blend in with the B&W

    use the Smudge Tool on the "precise" setting...keep opacity low, around 10-20.

    When done click File>Save As
