  1. for individuals, the short answer is 'no'


  2. census records are restricted by law, in an effort to protect privacy of living persons.  In the US, they are 'closed' for 72 years, in the UK it is 100 yrs.   For US, for certain limited necessary reasons, you can apply for a search of later records, but I *believe* it is done by the census bureau.  You still dont get to search it.  I am skeptical that genealogy is one of those limited reasons.

  3. The most recent census available is from 1930. They are open to the public every 75 years, I think. Birth records are open after 75 years and death records after 50 years.

  4. The most recent US census that you can get access to is the 1930. Try http://www.heritagequestonline.com or http://www.ancestry.com/

    Go to your local library and ask the librarian how to get access to those sites for free.

If you need the Census Bureau to provide information on yourself from an earlier return, such as if you don't have a birth certificate and need proof of age to get your pension when you retire, then you can request that in writing and they'll send you a form letter certifying your age. That's the extent of it. You can't get information about anyone else and you can't see anything beyond the 1930 return until 2012 when the 1940 returns are released. Privacy laws are very strict about it. It's not the Census Bureau that enforces it, it's the National Archives.
