I'm looking for a website where I can make complete circuits with all components and have them send to my address.

You can use the free software to design your circuits and PCB's and you can have the PCB made and sent to you. It's not cheap, and I don't think they assemble boards but I could be wrong about that.

I don't think so. What you will have to do is approach a  factory that specializes in small runs. There are a few around. e.g. <>http://www.industrialsupportinc.com/elec...

However, even though a factory will do small orders, I doubt you will find anyone to do one offs. Also, the costs for setting up small orders is far higher than it is generally worth (to you).
