Most times, the numbers will come out to be that way.  Look around you and see for yourself.

The opposite is also true, 80% of your best ideas and innovations will come from 20% of your people as well.  

The success you have will be dependent on how well you identify the 20% that will help you and be a role model/guide for you while avoiding the pitfalls and problems that will drag you down if you associate with the problem makers.

And one position will be staffed by a person who contribute the most to the success of everyone particularly the organization.

The key is to raise the level of contributions of all to the highest level.  Even though the 80/20 rule will still apply, you want your 80% to be at the level of other organizations 20%

And you want your bottom 20% gone.  Get rid of the negatives.  It's better that this guy is a low paid slacker than a natural born leader taking your entire staff down in negativity.
