Question:

Is there an Army regulation on speaking a foreign language in an unofficial capacity?

I wanted to know the actual regulation because I got into a rather heated debate over weather a soldier could speak a foreign language whenever he or she wanted to. I'm almost positive that the soldier can speak in any language he or she chooses as long as it is not in an official capacity where the majority of that audience does not speak that language but I don't know the reg that backs me up.

  1. I initially thought "NO Regulation" however the posting following mine (frichalf)  mentioned a starting point and I wanted to help out with finding the answer.  

    Do you know how many AR 600 regulations there are????   Anyway........ There is a regulation however, it looks like you should not have a problem speaking another language anytime you want to.

    4–13. Army language policy:  English is the operational language of the Army. Soldiers must maintain sufficient proficiency in English to perform their military duties. Their operational communications must be understood by everyone who has an official need to know their content, and, therefore, must normally be in English. However, Commanders may not require Soldiers to use English unless such use is clearly necessary and proper for the performance of military functions. Accordingly, commanders may not require the use of English for personal communications that are unrelated to military functions.


  2. that's cuz there ain't none.  all conversations conducted in the workplace must be in English, regardless of whether or not they are work related.

    outside the office..you can speak in Piglatin if ya wanted.

  3. Its somewhere in AR 600 (just do a search once you have it open) you can speak your native language as long as it is not about work related topics.  I know a guy who actually charged 2 guys against it and gave them article 15's.
