Is there an Offline Weather doppler.?

I am asking if there is a weather doppler that I can view on my laptop with out internet.

Not sure what you mean by "offline".  The doppler radars are independently operated throughout the US.  Each one is a facility run by the national weather service.  There are also doppler radars that are operated by TV stations and universities.

You can buy a weather radio that will alert you to any National Weather alert.  We had one, but it drove us crazy.  Your TV and radio will carry alerts.
