  1. i don't think so most pokemon that can be taught it gets it by leveling up eg, lucario

It's a code that u can teach any pokemon any tm and there's a code that changes tm#1 to any move in pokemon history, meaning u can change tm focus punch that is in your bag to hydropump or extremespeed and can teach that to any pokemon, but that's hacking and cheating. Only couple of pokemon can llearn extremespeed; by leveling up, such as deoxys, lucario, or togekiss

  3. Well, there is no code for a single move in particular. However, there is a code to make any Pokémon learn ANY move in the game. However, this only works for Pokémon that learn Protect. Because almost every Pokémon can learn Protect, almost every Pokémon can learn any move through this code.

    This is how the code works. First, you must have a Protect TM in your bag (more would be better). Then, you must press L+R at the same time during game play. After that, go to your bag under the general items. You should see 467 Master Balls or Heart Scales at the top. In order to get the move you want, you must discard a certain number of Master Balls/ Heart Scales. In this case, you discard 222 to get Extreme Speed. Once you discard, you press L. Then, go to your TM section and look where Protect is supposed to be. There, you should see Extreme Speed as a TM instead.

    Note: When you use that TM, it counts as using a Protect TM.
