Is there an actual free site to find some one you used to know?

like in my situation i would like to find an old neighbor ,when we were young we were best of friends.but as usual life goes on and you lose touch with them.so is there an actual site that helps you find them.i have asked this question before and was told yes you can.then i went to that site to find out it does cost money.why people tell you lies i don't know.but if you can help i appreciate it.
