  1. Yes, it is legal. Personally, I think that use of the HOV lane should be limited to 2 or more licensed drivers, not just 2 occupants. The intent of HOV lanes is an incentive to get cars off the road. By hauling a bunch of kids around, no cars are being taken off the road, thus no benefit.


  2. Yes, it's legal, there is no distinction about age.  The sign just says two or more persons.
