Yep they are far too noisy, you'll have complaints from your neighbours in no time.  Do you have a garage in the unit block that you can utilize ?  If not and you must use a speed bag go to the gym.

IMO, Neither a wall mount nor a stand is going to be very efficient in a second floor apartment. The stand has to be tall enough for the bag to mount high enough that the bottom of the bag is approximately at your eye level. Also, the noise created by either method will certainly disturb your neighbor. Use the money for gym fees.
