Is there an easy way to build a web banner???

Question

I would like a small 2x1 inch or slightly larger for when I post on my blog or some place else. This way I can leave the banner with the back link to my site rather than a not so attractive hyper link. If you know of a free or cheap way to create one, please let me know.

Always check the person out before you hire them. look at the portfolio
