To be able to rent it out?, if so, can a jump start to a car come back and short a circuit breaker?, and the outlets from a bedroom?, if so, would it be my fault to have to repair it or pay for the repair? Or does the law protect me on this matter? I ask you this since being certified you would know the laws on this.

  1. Yes, any structure that has electricity run to it, is required to be properly grounded.

So someone used a plug-in car starter, that tripped a circuit breaker?  That could be normal, it just overloaded the breaker, which (since it feeds a bedroom) is most likely a 15 amp.  I would reset the breaker (turn it all the way off, then back to on), then plug in the charger into a 20 amp outlet.

Maybe the washing machine, or in the kitchen.

  2. You jumped a 12vdc car battery with 115vac?  Geez...!

  3. No it doesn't have to be grounded to rent it out, but it could save you from a home fire. If you own the home you will have to make any necessary repairs. If you are just renting it is the landlords responsibility. I hope that helps you out!

  4. call your local town or city offices.  They have a building code enforcement office who can answer all of your questions.  That is what you pay your taxes for.  They can even come out and do a home inspection.  They also will know reputable electricians they can refer you too.  Good luck

  5. NEVER use your house to jump start a car!

  6. It is the landlords responsibility to insure that the house is safe to live in and that the house is up to code. If you have any questions, just go visit your building inspectors office in the city that you live in. Next time when you have car problems let a real mechanic fix it for you before you get yourself killed.
