Is there an island that isn't touristy or illegal?

I wanna move to an Island (seriously) and I wanna know one that is safe, not in mexico, but not full of people either. Can you help ?

Isla Margarita (Margarita Island) off the coast of Venezuela. I have vacationed there for years, and it is safe, friendly, and fairly quiet.

Also, it isn't an island, but Costa Rica is THE PLACE to move to if you're willing!  Beautiful, has city and two coastlines, very very very safe, lots of job opportunities, but affordable, so you don't need to work if you have savings.  Many english-speakers and europeans, as well as americans and canadians.  I lived there for a summer, and loved it.
