Is there and specific neyat (intention) made for tarawee salats?

and is the dua after every 4 rakats or so mandatory to recite?

There is a special neyat i.e. intention you say in your heart to offer Taraweeh salats.

Salam for you.Taraweeh is sunnah mu'akad or optional but near to mandatory.It is done after isya mandatory praying for at least 4 times of 2 raka'ats with 1 salam plus a witir of 3 raka'ats with 1 salam.So as a whole the total of its raka'at is 11.It can be done for 23 raka'ats too

It has a special neyat for taraweeh during ramadan  this year lillahi ta ala with the hope that Allah will bless us,forgive all of our sins and we are protected from the cruel punishment of h**l.There is no mandatory to recite certain surah.

neyat is a Arabic word means wish or irada  and irada is done in heart not by tongue so there is no special neyat for taraveeh or any salah yes u recite duaa every four rakah

No. reading the niyah loud is unnecessary.When you go to the masjid for taraweeh (or any prayer)your niyah is automatically done.

That dua is mustahab.Not mandatory.( how can it be mandatory when the whole taraweeh prayer is only a Sunnah)
