Is there any Powerful Education authority in the Govt to protect students from Animalistic professors? ?

I am studying in Meenakshi college of Engineering, Virugambakkam, Chennai/Tamil nadu. Here, there are lot of good professors teaching and guiding us. But few like Mrs.SUGANTHI maths teacher. behaving voilently with all students (the irony is even she used to beat the boy students in front of all the girls, he may even go to any self wounding extreme) for all trivial reasons. She seems to be like a WOMAN HITLER and the whole compus knows it well. Her teachings is..my god..one should come and investigate everything. The students complained with the college office. A senior police officer too visited recently and registered his feellings for his daughter who was also harrassed for petty things.we are suffering a lot, there shall be many SUGANTHI'S in many colleges throughout India. My question is, is there a forum or govt body to regulate these like human-animals? Where should we students shall complain? Is there any human rights voilation committee to probe in to for these like atrocities in the name of education, on the budding students? Please give me your ideas.

Appeal to the regents who oversee the college, unite and band to fight her, that's my advice, it can be done. In the USA hitting is assault and is a crime, why not in India?
