Is there any USA uni which does not require GRE TEST in order to apply for PhD?

There are many univ but most of them recommend it. and for some, its NOT MANDATORY but is recommended. If you apply for a PHD you already have a proof that you are talented enough because u have a Master degree.

GRE is used only because the univ have limited seats and many applicants, so they cant decide who to give admission and who should not be given. If u want a sure admission, i recommend GRE, other wise they wont guarantee you admission.

if the people in the univ are having some sense they should not make it mandatory, but may be TOEFL is needed if u dont provide a proof that u studied in english medium instruction.
