  1. There is no such thing as DVD player for PC,  there is a DVD drive.  

    Why would you need it to up scale?  It would probably be a program, and probably not free.  


  2. First I expect you really mean Upconversion, not Upscaling. If you've ever taken video from your dvd drive and switched it to fullscreen mode, then you've upscaled it. It doesn't enhance any of the details or make anything any sharper, it just blows everything up bigger like enlarging a photo.Often this can make dvd's look worse, especially if you're watching them on an HD-capable monitor or TV.

    Next upconversion is never done by the disc drive itself. It is an enhancement process that is usually done by software, even in standalone dvd players. The ps3 became a dvd upconverter a few months after launch, when they included upconverting software in a firmware update (It works great). It's possible that whatever media player you are using has upconversion capabilities of some kind; most good ones do. I don't know what Windows Media Player does but it should have something considering how rich Microsoft is. You could also look for a free media player called MPlayer. Under MPlayer to enhance the image go into the properties dialog and look at the various video processing options. The most basic enhancement method is de-interlacing, which takes 480i video and interpolates the missing lines using various methods. There are many other processing options as well.

    I figure there are probably some other good upconverting media players for Windows too. I use linux and haven't messed with Windows for years so I don't know them all.
