Amtrack trains go into Chicago at Union Station.  From Union Station, you can take a Metra train to the Elgin metra Station at Big Timber Road.

The closest Amtrak station to Elgin is in Naperville.  That station also happens to be Naperville's downtown Metra station.  It serves Amtrak's California Zephyr, Illinois Service, and Southwest Chief routes.  You'll have more options if you take Metra from Elgin to Union Station in Chicago though.
